Challenge

Rathlin Island’s sustainable future is shaped by a complex policy environment at local, regional, national, and international levels. The island faces intertwined challenges relating to economic development, environmental sustainability, and community well-being, requiring coherent governance and policy alignment across Northern Ireland, the U.K., the Republic of Ireland, and the EU.

Approach

Our team conducted a comprehensive desk-based review of publicly available policy documents from the past decade, focusing on themes including sustainability, innovation, tourism, waste management, and the economy. We identified and analysed 28 key policies to understand how strategic priorities at multiple governance levels impact Rathlin’s sustainable development trajectory.

Outcomes

The review revealed extensive policy interconnections supporting sustainability goals across economic, environmental, and cultural sectors. Central frameworks such as the UN Sustainable Development Goals, the NI Climate Action Plan, and cross-border tourism strategies demonstrate both opportunities and gaps in aligning Rathlin’s local ambitions with broader regional and national policy agendas. Learnings Analysis highlighted the need for holistic, cross-sectoral policy approaches that integrate environmental, cultural, and economic dimensions. Rathlin’s unique context, including its reliance on tourism, environmental vulnerabilities, and rural isolation, requires adaptive governance models that recognise island-specific needs while fostering inclusive participation and community-led innovation within wider sustainability frameworks.

Impact

This policy mapping establishes a foundation for future collaboration between agencies, communities, and policymakers. It underscores the potential for Rathlin to act as a model for integrated island sustainability, linking climate action, rural development, and cultural policy, and informs future decision-making that bridges economic, environmental, and social well-being objectives.
